General Overview of OASIS and OASIS+

The Council for Logistic Research, Inc. is proud to be an awardee under the GSA's One Acquisition Solution for Integrated Services (OASIS) and OASIS+ contract. OASIS+ is a Best-in-Class (BIC), multi-agency, indefinite delivery/indefinite quantity (IDIQ) contract designed to streamline the acquisition of non-IT professional services across the federal government.


Key Features of OASIS+:

  • Comprehensive Scope: Supports a wide range of professional services including program management, logistics, engineering, financial management, and consulting.
  • Flexible Contract Types: Allows for all contract types—cost-reimbursement, fixed-price, time-and-materials, and hybrids—at the task order level.
  • Global Reach: Enables performance both within the Continental U.S. (CONUS) and outside the Continental U.S. (OCONUS).
  • Commercial and Non-Commercial Services: Accommodates both types of acquisitions, including classified and unclassified work.
  • Low Contract Access Fee (CAF): Offers a cost-effective CAF of just 0.15%, making it an efficient solution for federal buyers.


Although the ordering period for OASIS has ended—OASIS Unrestricted expired on March 1, 2025, and OASIS Small Business on December 19, 2024—CLR continues to deliver high-impact solutions through its award under OASIS+, the next-generation contract vehicle.

Contractor Capabilities for OASIS and OASIS+

The Council for Logistics Research, Inc. (CLR) is a Small Business contractor with over 25 years of experience providing specialized services for the Department of War (DoW) and Department of Homeland Security (DHS). CLR is currently providing advisory services to members of the Operation Warp Speed staff in items pertaining the commercial aviation industry and logistics. CLR has also led a number of efforts related to aviation programs for the USAF, both at United States Transportation Command (USTRANSCOM)/Air Mobility Command (AMC) and at Headquarters – Air Force (HAF). As part of these aviation programs, CLR has completed in-depth analyses of the effects of COVID-19 on the aviation industry and ecosystem. CLR’s expertise in geopolitical and economic analysis allows for transferring methodologies used for analyzing the impact of COVID-19 on the aviation industry and ecosystem to other global industries.
