General Overview of Oasis

OASIS and OASIS Small Business (SB) are family of 7 separate Governmentwide multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services.

The OASIS contracts:

Provide a single solution for complex requirements
Support multiple technical disciplines and mission spaces
Support commercial and non-commercial acquisition
Support all contract types, including hybrids and cost-reimbursement, at the task order level
Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level
Have no program ceiling, a five-year base and one five-year option a benefit to long-term planning for complex program requirements

Contractor Capabilities for OASIS

The Council for Logistics Research, Inc. (CLR) is a Small Business contractor with over 15 years of experience providing specialized services for the Department of Defense (DoD) and Department of Homeland Security (DHS). CLR is currently providing advisory services to members of the Operation Warp Speed staff in items pertaining the commercial aviation industry and logistics. CLR has also led a number of efforts related to aviation programs for the USAF, both at United States Transportation Command (USTRANSCOM)/Air Mobility Command (AMC) and at Headquarters – Air Force (HAF). As part of these aviation programs, CLR has completed in-depth analyses of the effects of COVID-19 on the aviation industry and ecosystem. CLR’s expertise in geopolitical and economic analysis allows for transferring methodologies used for analyzing the impact of COVID-19 on the aviation industry and ecosystem to other global industries.
